On 2 May 2012 a workshop will be held at the UCL Institute of Archaeology, funded by the UCL Institute of Archaeology and hosted by the Institute of Archaeology History of Archaeology Network.

Financing Archaeology will address directly the issue of funding in archaeology at a time when funding for research is in jeopardy. By taking a long-range view of the ways in which archaeologists have dealt with limited funding (particularly government funding) in the past, the workshop will provide a historical background to current economic debates on funding an archaeology, tying the historical context firmly to the modern day. It also will also provide a platform for discussing public engagement in archaeology, and the (economic) value of archaeology in a broader social and political context.

Within the study of the architectural culture of Asia Minor in Roman Age, the candidate will be requested to contribute to the comprehension of the project and of the paths followed to create some relevant monuments in Hierapolis of Phrygia, in particular the stoà-basilica in the northern agorà and the sanctuary of Apollo. "ASI's biggest problem is bad management ," says OP Jain, convener of the Indian National Trust For Art and Cultural Heritage (INTACH) and founder of the Delhi-based Sanskriti Foundation. "It doesn't run like a professional organization , with clear goals and accountability. There's little initiative to get things done, since it would mean more work, which nobody wants to do."[...]

Historian Nayanjot Lahiri, a member of the Moily committee, says the ASI's record in preservation and conservation is far from inspiring. [...]

Training and staff morale are other major issues. An archaeologist working with the agency says there aren't enough avenues for in-house training. Also, promotions are sporadic. Accogliamo con grande soddisfazione l'inserimento del profilo di archeologo nel nuovo contratto nazionale degli studi professionali. "L'Associazione nazionale archeologi rivendica il raggiungimento di un obiettivo molto importante", afferma Salvo Barrano, vice presidente dell'Associazione," perchè per la prima volta l'archeologo viene inserito all'interno dell'area tecnica di un contratto nazionale accanto a profili quali architetti e ingegneri. E' la prima forma di riconoscimento e lo strumento per attuare diritti e tutele: la strada giusta per ottenere forme di regolamentazione minima anche per il mercato del lavoro atipico". Diamo atto alle parti sociali, e in particolare a Confprofessioni e a Filcams CGIL, di aver compreso ill problema sollevato dall'Associazione Nazionale Archeologi e di aver creduto in un processo di riforma del settore. Ora sarà necessario lavorare all' allegato tecnico che riguarda le tipologie di lavoro non subordinato.

France: Senate Enhances Research Dimension of Preventive Archaeology

Le rapport d'information des sénateurs Pierre Bordier (UMP) et Yves Dauge (PS, qui n'est plus sénateur depuis le 30 septembre 2011), fait au nom de la commission de la culture, de l'éducation et de la communication et consacré à l'"Archéologie préventive : pour une gouvernance au service de la recherche", a un grand mérite. Il ne parle - presque - pas des difficultés financières récurrentes de l'Institut national de recherches archéologiques préventives (voir notre article ci-contre du 4 novembre 2011).
Le rapport s'attache en effet à la dimension scientifique des activités de l'Inrap. Il détaille donc ce que les deux auteurs appellent "une chaîne complexe au service de la science", en s'attardant sur le contenu et l'enchaînement des différentes étapes : projet d'aménagement, diagnostic, rapport de diagnostic, fouilles, rapport de fouilles, recherche et valorisation. Il rappelle également les principaux chiffres : 32.524 dossiers d'aménagement instruits en 2010 (contre 28.125 l'année précédente) et 2.389 diagnostics prescrits (contre 1.922), soit un taux de prescription de 7,35%. Il restitue également le contexte récent de l'archéologie préventive, marqué par une montée en charge des opérateurs privés (au nombre d'une vingtaine), face à l'Inrap - qui reste néanmoins prédominant - et aux 64 services archéologiques de collectivités territoriales. Le rapport constate une certaine "dispersion des efforts" en matière de recherche, avec un nombre important de travaux, mais "le sentiment d'un pilotage défaillant". Les rapporteurs déplorent notamment la méfiance et le refus de dialogue qui règnent entre les agents de l'Inrap et ceux des opérateurs privés et "ne peuvent que regretter ce type de comportement préjudiciable à la réalisation des objectifs scientifiques de l'archéologie préventive". Enfin - parce qu'il fallait bien que les difficultés financières de l'Inrap remontent à la surface -, ils s'inquiètent des conséquences de ces dernières sur le retard accumulé dans la production des rapports de fouille.

Associer personnels territoriaux et secteur privé

Face à ce constat mitigé, les deux sénateurs formulent quatorze préconisations. La première concerne évidemment les moyens de l'archéologie préventive. Sur ce point, le rapport plaide pour une réforme de fond de la redevance d'archéologie préventive, passant notamment par "l'orientation d'une partie de la future taxe d'aménagement vers l'archéologie". Il suggère également de "sanctuariser" 10 à 11 millions d'euros dans le budget de l'Inrap, afin d'assurer la mission de recherche de l'Institut. En matière de gouvernance, les rapporteurs préconisent de renforcer la mission de pilotage de la recherche en réformant le Conseil national de la recherche archéologique (CNRA), mais aussi les commissions interrégionales de la recherche archéologique (Cira), qui "garantissent la légitimité scientifique et donc la crédibilité du régime de l'archéologie préventive".
Compte tenu du constat formulé sur le sujet, le rapport fait également une proposition audacieuse en suggérant de "prévoir le développement de projets de recherche pilotés par l'Inrap, qui intégreraient des personnels des services archéologiques territoriaux et des opérateurs privés agréés" (qui pourraient alors bénéficier d'une allocation en jours-homme de recherche). Dans le même esprit, il préconise d'associer les opérateurs privés aux travaux du CNRA et d'organiser, tous les trois ans, des "entretiens de l'archéologie préventive" réunissant tous les acteurs, ainsi que les aménageurs. Plus en amont, le rapport recommande d'encourager le dialogue entre aménageurs et services régionaux de l'archéologie (SRA), ainsi que les demandes volontaires de diagnostic. De même, il recommande de prévoir une assistance à maîtrise d'ouvrage auprès des aménageurs, afin de les aider à mieux appréhender les enjeux en matière d'archéologie préventive et à transcrire, dans les cahiers des charges des marchés, les prescriptions de l'Etat.

Ils sont actuellement une centaine d'archéologues à fouiller le sol de la Charente, en prévision du chantier de la LGV. Basés dans la ZI No3, ces salariés de l'Institut national de recherches archéologiques préventives (Inrap) sont en grève aujourd'hui, dans le cadre d'un préavis national.

Principale revendication des grévistes, la transformation de 200 CDD en CDI. L'Inrap, qui compte 1750 salariés, fait un recours massif aux contrats à durée déterminée, denoncé par l'intersyndicale.

Celle-ci réclame également un plan de reclassement pour les agents victimes d'inaptitude physique, après des années de travail pénible, qui sont actuellement victimes de licenciement.

France: Report urges reform of the funding of the INRAP

Dans le cadre de la discussion à l'Assemblée nationale, en première lecture, du projet de loi de finances pour 2012, Nicolas Perruchot, député (UMP) du Loir-et-Cher, a remis son rapport consacré aux crédits de la mission "Patrimoines". Ce document consacre, comme les éditions précédentes, un long développement à la situation délicate de l'Institut national de recherches archéologiques préventives (Inrap). Déjà dégradée au cours des dernières années (voir notre article ci-contre du 23 novembre 2010), elle ne semble pas en voie d'amélioration. Selon le rapporteur, l'Inrap "fait face à une situation financière extrêmement déséquilibrée". Celle-ci se caractérise notamment par des capitaux propres négatifs (-21 millions d'euros), un endettement auprès de l'Agence France Trésor (18,9 millions), un fonds de roulement négatif de 5,2 millions d'euros au 31 décembre 2010 et une trésorerie négative de 12 millions d'euros à la même date. Dans ce contexte très dégradé, Nicolas Perruchot pointe un double enjeu : recapitaliser l'Inrap, afin d'assainir sa situation financière, et mettre en place un financement public stable et pérenne du secteur non lucratif, en adéquation avec les besoins.
Le rapporteur précise en effet que "cette situation est moins la conséquence d'une gestion hasardeuse qu'un produit de l'histoire de l'Institut". En d'autres termes, l'Inrap - qui n'a été doté d'aucun fonds de roulement à sa création - s'est rapidement trouvé dans l'incapacité de rembourser les avances à court terme du Trésor, consenties en 2002, 2005 et 2007 (plus de 30 millions d'euros au total). Celles-ci auraient pourtant dû être remboursées sans difficulté grâce au produit de la redevance d'archéologie préventive (RAP), instituée par la loi du 17 janvier 2001 relative à l'archéologie préventive. Mais, c'est peu dire que le rendement de la RAP n'a pas été à la hauteur des recettes escomptées.

Un objectif de 80 millions d'euros jamais atteint

Le rapport constate qu'"en dix ans d'existence, la redevance d'archéologie préventive n'aura jamais atteint le rendement initialement espéré, soit 80 millions d'euros environ". Conséquence : "L'insuffisant dynamisme de la recette a ainsi compromis la visibilité et la viabilité financières de l'Inrap et n'a pas permis d'établir un modèle de financement stable et pérenne". Le rendement de la RAP s'est même dégradé cette année. Les recettes attendues devraient, certes, être en légère hausse, avec 74 millions d'euros (contre 70,67 millions en 2010). Mais elles se situent toujours sous l'objectif des 80 millions d'euros et sont, en outre, inférieures de 20,5% à la prévision budgétaire pour 2011. Mais, surtout, la part revenant au financement direct de l'Inrap tomberait cette année à 20 millions d'euros (contre 46,7 millions en 2010), soit le même montant qu'en 2004... Le ministère de la Culture, a donc dû accorder, en gestion, une subvention compensatrice complémentaire de 6,43 millions d'euros en plus des crédits alloués en loi de finances initiale (10 millions d'euros). Le solde non couvert (4,73 millions d'euros) est venu dégrader encore un peu plus les ratios de l'activité de diagnostics.
Face à cette situation, le rapporteur confirme que la RAP pourrait faire l'objet d'une nouvelle réforme, à la faveur du collectif de fin d'année. Selon lui, "elle viserait à mieux l'articuler avec la réforme de la taxe d'aménagement. Il s'agirait de supprimer la RAP 'urbanisme' pour lui substituer une augmentation de la taxe d'aménagement, offrant une assiette plus large et permettant de simplifier les modalités de recouvrement". Pour sa part, "la RAP 'Drac' [directions régionales des affaires culturelles, NDLR] serait maintenue et simplifiée". Si cette réforme était effectivement adoptée avant la fin de cette année, il resterait cependant un problème de taille : compte tenu du décalage de perception de la taxe d'aménagement, il faudrait attendre 2014 pour prendre la mesure du rendement effectif, en année pleine, de ce nouveau dispositif...

Announcement concerning modification of the cultural heritage law

Consternation and widespread indignation is sweeping through the ranks of Hungarian archaeologists in connection with a new piece of draft legislation concerning cultural heritage protection.. Over the last few days, many bits of news as well as false stories have been circulating. We therefore feel that it is necessary to summarize what has happened to date and state the official point of view of the Association of Hungarian Archaeologists’ standpoint.

The draft legislation was published by the Hungarian Parliament on the 28th of September (http://www.parlament.hu/irom39/03486/03486-0013.pdf):

Our association sent a letter of protest to László L. Simon (the chairman of the Parliament’s Cultural and Press Committee) . Of especial concern to us is the way this legislation is being hurredly push through Parliament. On the 3rd of October, we sent this letter to Prime Minister Viktor Orbán, to Minister of the Ministry of National Resources Miklós Réthelyi and Undersecretary for Culture Géza Szőcs, too. The letter ran as follows:

Mr. Prime Minister,

The Presidency of Association of Hungarian Archaeologists would like to express its anxiety connected with modification of the 2001. LXIV. law concerning cultural heritage protection in this independent letter.

In particular we are not in accord with the following part of the proposal„23/D § (1) which states ”The term allocated to carrying out preventive excavation or covering the site, which is allocated by the assessment of authority...may not last longer than 30 days, except in those cases when the institution, which is responsible for the excavation work can come to an agreement with the investor to prolong the length of the excavation.

While we are in full agreement with the previous parts of the modification draft legislation (concerning prior investigation and the regulation of the test excavations) we cannot accept or support the second part of the new ruling concerning the maximum time allowed for preventative excavation.

Our protests this time are not about the effects on archaeology as a profession or about the interests of museums’ but about the fate of Hungary’s archaeological heritage. If the time allotted to excavation is limited in this way, there will certainly be negative unforeseen consequences. What will happen for example if the prior investigation and the test excavation estimate that the investment territory will impact a 40 hectare site (as has happened many times in the past)? At best it will be possible to recover one or at most two hectares but the rest will be destroyed if the the investor and the excavating archaeologists cannot agree on how to prolong the length of excavation. It could also happen that that after 30 days the archaeological authority will be forced to stop the investment work going forward as it is already destroying the site within its recognized borders? Or perhaps archaeological authorities simply permit the site to be destroyed? This is even a more serious problem in the urban archaeology where there is greater likelihood of encountering archaeological culture layers of over 1 meter. Since all of us have thought about these questions carefully, it is clear that the ruling as it now stands is fraight with difficulties.

Clearly archaeology should not hamper the realization of investments and none of us desire that. We also agree that in the past there have been cases where the costs of some preventative excavations have spiraled out of control. Estimating an upper limit is necessary, especially since in some cases the parties did not do it. Nevertheless, it seems likely that once again a well-intentioned idea to reform problems in the system will have the opposite effect and end up causing more harm than good. Over the last few years the Association of Hungarian Archaeologists has offered a number of solutions to address these problems. We have drawn up a list of guidelines concerning both methodology and figuring out costs. These guidelines have been published in both book and DVD form. Unfortunately, nobody from the government side has sought us out, although we would willingly have discussed any and all these issues with an open mind.

Mr Prime Minister! In the last eight years we have seen painful attacks against our profession and the erosion of the cultural heritage protection law which was originally designed with a professional consensus in 2001. We pinned our hopes on changes begun last year. This ruling is therefore all the more absolutely unexpected not only for the Association, but for the whole community of Hungarian archaeologists and of the public at large. We would like to ask respectfully for your support in removing this ruling in this form from the draft legislation. Namely it poses a serious danger to our archaeological heritage which is obviously non-renewable resource of our history. If we are forced to select which sites to excavate and which must be destroyed without study on a given territory earmarked for development (that is, for destruction of our country’s past) or on the 29^th day simply drop all the on-going work to finish the excavation we have to accept that there is a good chance of losing information of significant values. We mention only one example: we found a Hunnic sacrificial cauldron on an excavation that fell in the path of Route 67, near Balatonlelle – in a place where no one could have predicted. There have been only 20 similar finds like this from over the whole of Eurasia that can unambiguously be connected with the Huns. Who will take responsibility for such finds going the way of the Seuso Treasure?

In contrast with some other professions, archaeologists do not take an official oath that they will perform their duties to the best of their abilities in the interest of protecting the archaeological heritage. They comply to a higher moral standard rather than a vow. They do their best to save archaeological sites and monuments for future generations. Fragments of ceramics, which often seem of little worth to laypeople, are but some of the rivets that hold our historical heritage together. Unexciting looking in appearance as they are, would anyone besides qualified engineers dare to decide how many and where to put the rivets that hold the structures of bridges together?

In pursuance of these thoughts, we would respectfully like to ask you to have this ruling removed in this form from the modified draft legislation. If you deem it necessary we are ready to engage in discussions personally, to thinking over the whole process and harmonize all interests.

Since we have not received any answer to our letter we are now publicizing it and state: In our opinion the above-mentioned ruling is fraught with difficulties, it is in contradiction with the legal and the intellectual thrust of international conventions on cultural heritage protection and it will be harmful to the fate of the archaeological heritage. We ask that it will be withdrawn. Our standpoint is that reconsideration of the cultural heritage protection law, modified several times in the last ten years, would indeed be opportune. A permanent law should be established after the detailed and considered examination of all processes.

Applications are invited for the permanent post of Lecturer / Senior Lecturer in Archaeology, located within the UCD School of Archaeology.

This position is of strategic importance to the School and is aimed at complementing the existing research and teaching strengths of the staff of the UCD School of Archaeology. The appointed Lecturer/Senior Lecturer will therefore have proven experience of teaching at third level, have an established international publication record, and a demonstrable ability to attract and generate significant external research funding. An ability to build international research networks is also essential.

Candidates must be able to demonstrate an alignment of their research and teaching with one or more of the School’s three current major research themes – Ireland in the World, Landscape and Environment, and Materialising Identities – or to contribute to the development of a major new research theme for the School.

The Late Iron Age and Roman Ireland (LIARI) project

The central aim of the project is to characterize the environment, settlement patterns,

Roman Empire and especially with Roman Britain with a view to reconstructing a more
holistic and inclusive archaeological narrative for the later Irish Iron Age (0 – AD 500).

reassess and reconsider the interactions between communities in Ireland and those in the Roman provinces, especially Britannia, through both the archaeological record and contemporary theoretical dialogues framed around four key research themes: - identities and materialities; - sacral and secular landscapes; - fluid frontiers; - language and literacy;

reassess the interaction between different communities in Ireland and their trade with south western Britain and the Eastern Roman Empire, from the demise of Roman political administration in the west to the end of the review period.

The role

To work closely with the Principal Investigator to help deliver the objectives of the
project within the timeframe required. The successful applicant will be expected to
undertake autonomous detailed research including fieldwork, to produce reports to
publication standard and to meet tight deadlines. It is likely that they will have to
deputise for the PI from time to time so they should be confident about networking with
academics, officials and relevant specialists.

Basically, there are exceptions to all rules but your odds of being that %1.8 of PI’s with a BA is slim. For everyone else a BA in archaeology produces some of the lowest lifetime earnings on average as most can only become field techs or crew chiefs. Archaeological fieldwork training in British universities: snapshot of a shifting landscape

Paul Everill and Rachel Nicholls of University of Winchester have just published the results of a survey on the provision and assessment of archaeological fieldwork by higher education institution in the UK:

The authors have collected and analysed a great deal of data from the 44 Higher Education Institutions that, according to the UCAS (Universities and Colleges Admissions Service), offer degree programmes with an at least significant archaeological component. Importantly, they have done that on the eve of the radical transformation in higher education provision that is going to take place as a result of the massive reduction in financial support for higher education decided by the current British Government.

A new survey in two or three years from now would surely reveal a very different panorama. As public funding for teaching has been cut completely for arts and humanities subjects, 'the vast majority of English HEIs offering archaeology have announced that they will be charging the maximum allowable tuition fees of £9,000 a year from 2012'. This change, alongside the reduced availability of job opportunities in both the public and private sectors of archaeology, will probably lead in the next future to a decline in the overall number of archaeology students, at least of the non-overseas kind. Moreover, a quasi-revolution might be going is to take place in their geographical distribution, as a consequence of the fact that Scotland, Wales and Northern Ireland have so far opted to protect funding for higher education, and that, despite having been recently raised, tuition fees in the Republic of Ireland remain much lower that in England.

Fáilte Ireland has issued Heritage Fund Guidelines for 2011 that detail a new sub-programme to the current Tourism Capital Investment Programme, aimed at the Built Heritage area. The programme is designed to support small-scale projects (less than €200,000) so is a complement to the existing programme for Upgrade of Existing Visitor Attractions (which is for projects of €250,000 or more).

Projects can qualify for up to 80% funding under this new scheme, and works which qualify would be in the areas of restoration / preservation works, as well as other capital works that would enhance the visitor experience (so general presentation, orientation and interpretation works could all qualify). Product categories which qualify under this Heritage Fund would be Heritage Properties, Historic Houses and Gardens.

Therefore we need to investigate how farming was organized as a combination of agriculture and stockbreeding in relation to the physical landscape, and also as a cultural practice. The assignment therefore asks for combination of interests in Bronze Age farming as a culturally embedded practice.

Requirements:

The candidate should have a finished Master or Research Master education, in either Ecology, Archaeology, Agrarian History, Social Anthropology or an other relevant discipline. Experience in the cultural context of farming practices will be an advantage.

What we offer:

Appointment will be according to the terms of the Collective Labour Agreement of Dutch Universities (CAO Nederlandse Universiteiten), initially for the duration of one year. An of 3 years will be offered extension after positive evaluation of capabilities and compatibility. The salary will be set on € 2042,- per month in the first year up to € 2612,- in year four.

The LIARI Project Background

The purpose of this project is to investigate a relatively enigmatic and understudied yet formative period in Ireland's past: the first few centuries AD. In particular it will consider the nature of Ireland's interactions with the Roman Empire, and especially with Roman Britain.

Objectives

to characterise the environment, settlement patterns, social structures and ritual practices (both pagan and potentially Christian) during the period covered
to assess the extent to which these differ from those of the last few centuries BC and the extent to which they changed over the course of the period, which includes the immediate aftermath of the collapse of Roman authority in Britain
to reassess the nature of the interactions between Ireland and the Roman Empire and to consider the extent to which changes evident within the period were influenced by these contacts
to consider the responses of people in Ireland – potentially including resistance as well as reception – to the Roman Empire
to compare and contrast Roman-Irish interactions with those between the Empire and other regions immediately outside its boundaries

Strategies

The project will comprise a number of modest and discrete modules of short duration that will collectively fulfil its objectives but which will also stand as independent entities.
Collaborative networks will be established with scholars working in Ireland and abroad.
The project will focus initially on the east of the country, and especially on the region centring on the Boyne and Liffey valleys, where there is particularly rich evidence for settlement and other sites dating to this period as well as for interactions with the Empire.
The sections on Late Iron Age and Roman material in the DP's recent scoping studies (completed January 2011) will be used as a basis for selecting particular settlements and landscapes for detailed study, and an initial reassessment of the relevant artefactual evidence will also be carried out.
The first module will focus primarily on coastal sites that may illuminate outside contacts, most notably promontory forts. It is envisaged that a programme of topographical and geophysical survey of selected promontory forts, perhaps supplemented by excavation, will be carried out within the first year.
Settlements and ritual/religious sites in river valleys leading from the east coast will also be considered. These might include one or more ecclesiastical sites that were probably founded before 500.
In order to investigate power structures and institutions such as kingship, some of the sites selected may form components of ceremonial landscapes. In particular, there is considerable potential to build upon and carry forward the DP's long-standing programme of research on the landscape of Tara.
Future modules will include a comprehensive reassessment of the artefactual evidence for the period (both 'native' and 'Roman'). This will be carried out in consultation/collaboration with those researchers who are currently working on some of this material. A pilot study on an aspect of the material culture of the period will be carried out as part of the initial module.
In another module the environmental context will be considered through a reassessment of published data (building on the DP's recent scoping study on the late prehistoric environment) and ideally through the collection of new environmental data.
The emerging patterns will be placed in a broad international context through a comparative study of transfrontier interactions, preferably carried out in collaboration with scholars working on material from other regions immediately outside the borders of the Empire.

Location: headquarters at 63 Merrion Square, Dublin 2, with fieldwork as necessary. This is an eighteen-month contract and is non-pensionable.

This project is one of a number of research projects undertaken by the Discovery Programme, all of which are supported by the core administrative, technical and environmental staff.

The person appointed will be responsible to a supervising project committee and, in a day-to-day sense, to the CEO of the Discovery Programme. The person appointed will be responsible for the supervision of any assistant employed for the project and for day-to-day relations with any external organisation or individual involved in the research.

Job Summary

The duties of the person appointed will be as follows:

The primary task is to assess the current state of knowledge relating to Ireland AD 0-500, with particular emphasis on the nature of Roman-Irish interactions, and to direct a programme of research involving survey and possibly small-scale excavation on a selection of relevant east coast sites. This research must be publication ready by the end of the contract. In order to achieve these aims the appointee must:

Use the relevant sections of the three recently completed DP scoping studies on the late prehistoric environment, Iron Age settlement and Ireland, 400-800, as the basis for a new assessment of the current state of knowledge on Late Iron Age and 'Roman' Ireland.
Carry out a desk-top survey with a view to identifying relevant monuments and potential study areas on the east coast, especially in the area of the Boyne and Liffey valleys, where there is particularly rich evidence dating to this period, as well as for interactions with the Roman world.
Carry out, in association with the DP survey team, a field survey using such techniques as geophysics, Lidar, terrestrial laser-scanning and photogrammetry of a small selection of relevant sites and monuments in the region, with a particular emphasis on coastal promontory forts. If possible, this work may be supplemented by small-scale excavation.
Provide a critical assessment of the potential of the sites/locations identified including their potential for further survey, excavation and environmental analyses.
Establish links, and ideally partnerships, with other institutions, corporate bodies and researchers (including archaeologists and scholars working in other academic disciplines) that may contribute knowledge and expertise.
Ensure that both the general desk-based assessment of the period and the field survey are ready for publication by the end of the contract.
In addition the person appointed will be required
To provide regular progress reports to the CEO, project committee and Directorate.
To provide public and academic presentations on the progress of the research as and when appropriate including online content and outreach material and activities.
To explore the possibilities for finding alternative and/or additional sources of income to finance the project.

NEW DELHI: The Central Advisory Board of Archaeology (CABA) met here on Friday after a gap of two years and discussed a proposal from the culture secretary to set up a Forum for Archaeology in the East.

CABA is the highest advisory body on archaeology and consists of historians, archaeologists and administrators.

Culture minister Kumari Selja said the proposed forum could invite China, Japan, India and others in pooling their knowledge and best practices in exploration, excavation, conservation and preservation. "After 150 years, we can surely claim that archaeology in India is mature enough to lead the way for many of our sister nations in the East. We want that the 150th year celebrations of Archaeological Survey of India (ASI) should leave behind a positive and permanent network of archaeologists in the eastern hemisphere," she said.

Doctoral research fellowship within Archaeology

A research fellowship in Archaeology is available at the Department of Archaeology, Conservation and History (IAKH), University of Oslo, within the project Meetings Make History. Hunters’ Rock art and Lands of Identity in Mesolithic Northern Europe.
The fellowship is funded by The Research Council of Norway as from August 2011. The successful candidate is expected to conduct research on the Mesolithic of Northern Europe, preferably dealing with the Scandinavian peninsula, and contribute to the illumination of the project’s primary themes.
Candidates who are accepted must participate in the Faculty of Humanities’ researcher education programme (cf. regulations and supplementary provisions for the faculty’s researcher education) and must also engage in the designated research activities on a 100 percent basis. The designated aim of the project is to complete a doctoral dissertation to be defended at a public disputation for the Ph.D.-degree.
The successful candidate is expected to affiliate with the existing research milieu or network and to contribute to the further development of this.
The position is available for a period of three years, starting 1 August 2011.
Qualifications
A Master's degree or equivalent in Archaeology.

Guidelines for Architectural and Archaeological Heritage Project applications

for funding from the Environment Fund

Mr Jimmy Deenihan, TD, Minister for Arts, Heritage and the Gaeltacht invites applications from bodies, such as charities, academic institutions, local authorities, and professional organisations, for funding for good quality projects which will support and complement national policies in relation to the architectural and archaeological heritage environments. Any funding made available for such projects will be provided in accordance with the Waste Management (Amendment) Act 2001 (No 36 of 2001) and with the Waste Management (Environment Fund) (Prescribed Payments) Regulations 2003 (S.I. No 478 of 2003).

The overall level of funding available for eligible projects in 2011 will be €300,000 in total. Applications may be submitted for funding for projects that will extend into 2012. Depending on the level of funding available, applications for funding may also be invited in 2012.

Financial assistance from the Department of Arts, Heritage and the Gaeltacht may not exceed 80 % of the estimated overall cost of delivering a project. The unfunded element may include personnel time invested and/or other financial resources.

The closing date for receipt of applications by the Department is 3pm on Wednesday 22^nd June 2011.

Conditions and Criteria

1. Project Themes

These would include initiatives such as:

· Research, surveys, reviews including those which could contribute to architectural or archaeological policy development;

· Promoting an increased appreciation and public awareness of Ireland’s rich and unique built or archaeological heritage environment (exhibitions, conferences, lectures etc.);

· Increasing an awareness and public understanding of the challenges confronting the built or archaeological heritage environment; and

· Small scale archaeological preservation projects.

2. General conditions

· With the exception of organisations that have been granted charitable status by the Revenue Commissioners, the approval of an application is conditional on tax clearance requirements being met. Where the application exceeds €10,000, the applicants are required to submit their current Tax Clearance Certificate to the Department or relevant details thereof where they have registered their agreement to the use of the web-based Revenue Commissioners Tax Clearance verification tool.

· Applicants must have bank accounts to enable electronic fund transfer.

· All applicants are required to lodge with the Department:

a) an up-to-date copy of a Constitution and Rules;

b) a Strategic and/or Business Plan;

c) a document, such as an annual report, which sets out the function of the organisation, membership level etc., where the documents set out at a) or b) are not available;

d) An indication should also be given of any other funding being provided by the Departments of Arts, Heritage and the Gaeltacht or Environment, Community and Local Government, or that was provided by their predecessor Departments(before 02/06/2011).

· Project proposals must be clear and concise with the objectives, outputs and expected outcomes clearly identified as well as a methodology for the delivery of the objectives within a specified timeframe and performance indicators against which progress can be monitored. Projects should make best use of information/networks/knowledge if already available.

· Where applicable, all appropriate statutory approval or consent procedures must be complied with before a project commences.

· Beneficiaries are required to furnish a progress report at the end of 2011 (if the project extends into 2012) setting out, inter alia, progress against performance indicators, expenditure against profile, next steps etc. Final reports must be submitted on completion of the project or at an agreed date in 2012 (whichever is earlier). Funding in 2012 will only be provided following receipt of satisfactory progress reports for 2011.

· Details must be provided of the proportion of funding being sought from the Department and the level of finance, if any, required beyond 2011 in order for the project to be maintained.

· A full description of costings including the purpose for which the money will be used and measures which will be taken to ensure reasonable use of resources and achievement of value for money must be clearly set out; as well as an assessment of the size of the target audience to be reached if the project is to raise awareness.

· Clear evidence of expenditure incurred (on foot of original invoices) would need to be provided before payments would be made. Records should be maintained in good order for a period of 7 years following the year of payment and be readily available for audit.

· For each year in the period that a grant is awarded, a statement from the auditors of applicants’ accounts confirming that all the monies received/expenses incurred were used solely for the agreed purposes must be submitted to the Department.

· Any grant not used for the purpose for which it was given, must be paid back.

3. Evaluation and Award criteria

Assessment

All applications for funding will be assessed by a panel appointed by the Department and projects deemed successful will be subject to the approval of the Minister. Successful applicants will, in the Departmental panel’s view, best:

satisfy the conditions/criteria outlined above and best support the Department’s needs in terms of advancing its strategies and objectives;

· clearly demonstrate effective use of resources and value for money;

have the experience and technical ability to complete the project as described within the timescales outlined and achieve expected outcomes; and

· demonstrate the feasibility of the project for implementation.

Regard will also be had to existing projects of a similar nature designed to meet the same needs.

4. Publication

The Department will publish a list of the proposals approved for funding annually on its website.

E' ora di rompere la passività con cui più generazioni di archeologi hanno assistito inerti alla destrutturazione di una professione, sempre più marginale all'interno del Ministero per i Beni e le Attività Culturali e delle Università anche per l'incapacità storica di sapersi unire e aggregare al di là dei vari orticelli. In un paese in cui l'80% degli archeologi opera all'esterno della pubblica amministrazione in forma precaria, in cui oltre il 70% degli archeologi è donna e abbandona la professione a quaranta anni, in cui il ruolo dell'archeologo nei cantieri non viene riconosciuto, è giunto il momento di dire basta. Basta con l'assenza di riconoscimento professionale! Basta con la negazione di diritti e di tutele sul luogo di lavoro! Basta con la mortificazione quotidiana di archeologhe e archeologi da parte di imprese e cooperative! Basta allo sfruttamento da parte di dipartimenti universitari! Basta all'indifferenza compassionevole o - peggio - alla complicità da parte dei colleghi strutturati nel Ministero e nelle Soprintendenze. Per questo il 6 maggio l'Associazione Nazionale Archeologi chiede a tutti gli archeologi di aderire allo sciopero generale. Chi è dipendente lo faccia nella forma tradizionale, astenendosi dal lavoro. Chi è precario lo faccia nella forma che ritiene più opportuna. Bloccando il cantiere, se può. Ritardando le consegne, se può. Non rispondendo al telefono, se può. Ma se non può perchè è ricattabile e vulnerabile, sfidi comunque il ricatto aderendo alla campagna PRECARI/E IN SCIOPERO! The Department of Ancient Classics invites applications from qualified candidates for a John and Pat Hume Scholarship, beginning in September 2011 and tenable for up to four years.

The John and Pat Hume Scholarships at NUI Maynooth are open to full-time research students intending to pursue a PhD. The award comprises the payment of fees at EU level plus a maintenance sum of €5,000 per year for a maximum of four years subject to satisfactory progress and reporting. One Scholarship only will be awarded in Classics in 2011. See the Graduate Studies website for details regarding funding and eligibility. Applicants should hold a first-class or upper-second-class honours degree (or equivalent) at the BA level, with a first in the proposed discipline, or a first-class degree (or equivalent) at the MA level, or a Research Masters degree, from any university in Ireland, the EU, or overseas.

Applicants for the Scholarship in Classics are expected to have attained a high level of competence in Greek and/or Latin and to be able to demonstrate the capacity for high-quality PhD research. The Department can offer supervision in a wide range of areas. It has particular strengths in the ancient novel, late Antiquity, and Greek philosophy, but other areas of special interest include Greek tragedy, Latin poetry, Greek and Roman social and cultural history, and the reception of classical Antiquity.

Before making a formal application, candidates for John and Pat Hume Scholarships are required to make contact with the relevant department in order to discuss their suitability for registering for a PhD. A new experiment in Irish commercial archaeology: Cultural Tourism Ireland

After Headland's 'Know Thy Place', I have just spotted another interesting experiment in diversification taking place in Irish commercial archaeology.

Cultural Tourism Ireland is the name of a business and website launched around the beginning of February 2011 by CRDS Ltd.

Cultural Tourism Ireland makes 'possible for people interested in archaeology, anthropology and history to experience the excitement of a real archaeological research excavation'.

Participants will be taken 'into the discovery zone where' they 'will have buckets of fun whilst learning the skills of an archaeologist'.

While the Irish Archaeology Field School -another initiative of CRDS- is mainly targeted to archaeology students, this new venture has the potential to attract the attention of a much wider public, formed by all those people who would love to take part 'for a day, or more' in an archaeological excavation.

About a months ago I was wondering whether, following the inauguration of the new Irish Government, the National Monuments Service and the National Museum of Ireland were going to be put again under the remit of the same Department, for the first time after 9 years.

Well, today I can tell you with certainty that the answer is YES.

This is a potentially very positive development for Irish archaeology and for the whole heritage sector, but it has been so far completely ignored by the media.

The official confirmation comes anyway from two briefs, published on the website of the Department of Tourism, Culture and Sport (now Department of Arts, Heritage and Gaeltacht Affairs) for the incoming Minister (Jimmy Deenihan):

The Service, which had been hosted by National Museums Liverpool on behalf of the Merseyside local authorities for 20 years, closed because the partners cut all funding. The partners were: The City of Liverpool, Knowsley Council, St Helens Council, Sefton Council and the Metropolitan Borough of Wirral.

Applications are invited for a Research Associate to work on an Arts and Humanities Research Council funded HERA programme. The Research Associate will contribute to an international project entitled 'Creativity and craft production in Middle and Late Bronze Age Europe' co-directed by Dr Marie-Louise Stig Sørensen of the Department of Archaeology. Work will focus on creativity in metal production in northern and central Europe in the Middle and Late Bronze Age with particular focus on the quality of metal and how it is being explored. The Joukowsky Institute for Archaeology and the Ancient World at Brown University invites applications for a post-doctoral fellow.

While appropriate training in archaeology, anthropology, and/or art history is required, the nature of an applicant’s specific research interests, geographical and temporal specializations and areas of expertise is left open, though these should be complementary to the present makeup of the Joukowsky Institute. Special areas of interest could include archaeological science, cultural heritage, or maritime archaeology.

In addition to pursuing their research, the successful candidate will be expected to teach half time — i.e., one course per semester. Teaching will be at both the undergraduate and graduate levels; interdisciplinary offerings are desirable. Job Description

The purpose of the job is to conduct archaeological project work through the efficient application of best working practice, so that Archaeological Services produces a quality product to our clients within timetable and budget constraints. Archaeological Services Durham University is a component of the Archaeology Department which provides fieldwork and consultancy services to the development, environmental and heritage industries. It also supports departmental teaching and research, for example through the provision of research fieldwork and student training programmes. The range of activities conducted is wide, and includes geophysical surveying, excavation works, conservation, graphics, and palaeoenvironmental analysis. The focus of operations is in northern Britain, although works are often conducted elsewhere in the UK and abroad.

The principal duty of the post holder will be conducting a variety of project-based work, although the post holder will also be required to contribute to the development of Archaeological Services as an effective organisation.

Requirements

The job involves both working in the offices of Archaeological Services, as well as outdoors and indoors on a variety of other sites, depending on the projects which Archaeological Services is conducting. The place of work may be at a variety of sites, mostly in northern England, although working away from home will be required when projects are conducted further afield, and this may happen at short notice.

The post holder will be expected to comply with Archaeological Services Health and Safety Policy at all times, and to adhere to good working practice. The post holder will sometimes be required to work independently, but usually as a member of a project team of variable size.

The post holder will receive training in geophysical surveying.

The postholder will report to the Project Manager or to the delegated representative for a particular project. The workload will be assigned through the Project Coordinator. The postholder will be required to interact with other Project Archaeologists, external contractors such as plant hire representatives, land owners, and other members of the Archaeological Services team.

New Irish Government: NMS and NMI back within same Department after 9 years?

This afternoon Ireland’s new Taoiseach Enda Kenny has unveiled his new Government team.

Responsibilities have been re-distributed and no department will keep the name it had during the previous Government.

If the new department names are to be relied upon, this wide-ranging reshuffle apparently includes the re-allocation of heritage responsibilities -and therefore of the National Monuments Service- from the Department of Environment, Heritage and Local Government (DoEHLG) to a newly-formed Department of Arts, Heritage and Gaeltacht Affairs (DoAHGA).

Now, when conceiving this new Department the new Government had surely in mind the quasi-homonymous Department of Arts, Heritage, the Gaeltacht and the Islands (DoAHGI), abolished by Bertie Ahern in 2002.

Before 2002 both the National Monuments Service and the National Museum of Ireland, which share statutory responsibilities on the country's archaeological heritage, fell under the remit of the DoAHGI.

One might therefore wonder if, as a consequence of today's reconfiguration, these two bodies will be finally placed back together under a single Government Department.

A shift of this kind would be desirable, as it would contribute to reduce the high level of fragmentation that nowadays affects every sector of Irish archaeology, especially the public one.

However, the situation is still unclear.

With today's reshuffle the Department of Tourism, Culture and Sport (DoTCS) -under whose remit the National Museum falls- has been merged with the Department of Transport (DoT), to form a Department of Transport, Tourism and Sport (DoTTS).

Will the National Museum be transferred to the DoAHGI, as logic would suggest?

Or will it end up in DoTTS, side by side with National Roads Authority?
